Are you obligated to move my goods for the estimate you quote?
It depends on the estimate. We are only legally obligated to follow the estimate if it's a binding agreement.

When is the best time to move?
From experience, the best time to move would be before the summer months. Most people move stuff between May-September. If you do not want to get caught up in that hectic period, then you should schedule a date earlier than that.
